Project Overview

Project Title: Survey Firm for Rice Industry Baseline Study to Support the Mid-Term and End-Term Evaluation of the Rice Competitiveness Enhancement Fund (RCEF) and the National Rice Program (NRP)

Client: Philippine Institute for Development Studies

Brief Description: The Department of Agriculture (DA) has allocated funds to the Philippine Institute for Development Studies (PIDS) for conducting the Rice Industry Baseline Study, which will establish a basis for comparing changes in outputs and outcomes resulting from the mid-term and end-term evaluations of the RCEF and the NRP. Specifically, the Rice Industry Baseline Study aims to:

  1. Assess the socio-economic status of rice farmers in the Philippines in 2024, and evaluate the performance of rice farms during the same period, specifically analyzing their output, productivity, cost per unit, and profitability
  2. Identify and characterize the specific interventions implemented under the RCEF and the NRP in the Philippines in 2024, determine their overall program coverage, and analyze the distribution of these interventions across different geographic areas and farmer types, by activity
  3. Analyze the impact of the RCEF and NRP interventions on the socio-economic conditions of rice farmers and the overall performance of rice farms in the Philippines; and
  4. Determine if there is a positive correlation between the increased reception of goods and services from the RCEF and the NRP and greater improvements in farm income and farm performance indicators among rice farmers. 

 

ASPSI will conduct a face-to-face survey of 2,360 randomly selected farmers and 236 farmers’ cooperative or association (FCA) respondents serving as conduits of RCEF/NRP assistance. It will also visit 79 Municipal Agriculture Offices (MAOs) to gather information regarding government-paid costs.
