Project Title: Survey Firm for the Primary Data Collection for Terminal Evaluation Cum Impact Assessment of the SAAD Program
Client: Philippine Institute for Development Studies
Brief Description: To review the achievements made to deliver the target objectives and outcomes of the SAAD Phase 1 Program, the PIDS shall conduct its terminal evaluation. The evaluation aims to:
- Provide an overall assessment on the program’s implementation from FY 2017- 2022;
- Establish the effectiveness, efficiency, relevance, performance, and success of the project, including the sustainability of results;
- Evaluate the strengths and weaknesses of project design, implementation, monitoring and adaptive management, and sustainability of project outcomes, including the project exit strategy;
- Collate and analyze specific lessons and best practices about the strategies employed, and implementation arrangements, which may be utilized to inform future programming; and
- Provide policy recommendations that enhance the program’s implementation relevant to Phase 2.
The ASPSI team will conduct a face-to-face survey of 5,000 households from 500 barangay clusters, with a uniform cluster size of 10 farmer or fisherfolk households.
