Project Title: Consulting Services for the Conduct of Universal Health Care (UHC) Survey – Year 2

Brief Description: The Republic Act No. 11223, also known as the Universal Health Care (UHC) Act, was signed into law to protect and promote the right to health of all Filipinos on February 20, 2019. As provided in Section 40 of the UHC Act, the Department of Health (DOH) established the Performance Monitoring and Strategy Management Division (PMSMD), which is responsible for monitoring and evaluating the implementation of the UHC Act.
For the UHC Survey Year 2, the DOH-PMSMD intends to expand its coverage to non-UHC Integration Sites (IS) and newly designated UHC-IS. The survey will also assess the impact of the progressive implementation of PhilHealth benefits from 2024 to 2025 on financial risk protection, healthcare service delivery, and the overall experience of beneficiaries.
The UHC survey aims to generate evidence on the overall experience of the general public for continuous monitoring, evaluation, and learning on the implementation of the UHC Act and its Implementing Rules and Regulations (IRR). Specifically, it aims to:
- Ensure comprehensive data collection, including representations from national, regional, and local (provincial, highly urbanized cities (HUCs), and independent component cities (ICCs);
- Establish a data analysis framework through the enhancement of data utilization across DOH units; and
- Disseminate survey findings to all concerned health stakeholders.
