Project Title: Impact Assessment of the “One-stop Laboratory Services for Global Competitiveness” (OneLab) Project

Client: Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD)

Brief Description: The Department of Science and Technology (DOST) launched the One-stop Laboratory Services for Global Competitiveness (OneLab) Project in 2012 to address the challenges of harmonization, collaboration, and accessibility of various laboratories. The project serves as a platform that provides an avenue for customers to meet their testing needs, which include chemical, physical, microbiological, radiological testing, and calibration of water, wastewater, food, wood, furniture, textile, paper, metals, and electronic products, at a single touch point. It envisions broadening public access to testing services of all DOST laboratories and other OneLab member laboratories, providing standardized services and fees, and providing timely and accurate test and calibration results. It operates based on a one-stop-shop model, where clients can easily avail various laboratory services through the Unified Laboratory Information Management System (ULIMS).

 

This project aims to assess the outcomes and impacts of the OneLab Project. Specifically, it aims at the following:

 

  1. Establish the theory of change (ToC) and analyze the impact pathways by mapping the context, identifying impact scope, and tracing inputs to project impacts;
  2. Identify the social, economic, and environmental impacts of the project on its implementers, beneficiaries, and other stakeholders;
  3. Identify the factors that hindered or facilitated the implementation of the project; and

d. Provide policy recommendations for optimizing the effectiveness and efficiency of the project, which include outlining strategies to achieve long-term sustainability.
