Title: Service Contract for the Conduct of Ex-Ante Analysis of AMCen Programs
Client: Department of Science and Technology – Metals Industry Research and Development Center (DOST – MIRDC)
Description: This study seeks to generate national-level, evidence-based insights on the strategic relevance, feasibility, demand responsiveness, and sustainability of AMCen programs through a comprehensive ex-ante analysis, in order to inform decisions on program continuation, scaling, or reconfiguration. The study specifically aims to:
- Assess whether AMCen’s design and implementation remain aligned with industry demand and national priorities;
- Determine the appropriateness of AMCen’s scope, particularly the balance among research and development activities, technical services, and training and certification functions;
- Identify risks, gaps, and opportunities, including financial and operational constraints, that may affect long-term sustainability and impact; and
- Provide actionable recommendations to strengthen governance, utilization, financial sustainability, and value for money.
The data collection phase will involve the systematic gathering of both secondary and primary data required for the ex-ante assessment. The primary data collection will involve key informant interviews, multi-stakeholder consultation workshop, and field visits in selected regional laboratories. Secondary data will be obtained through a review of AMCen program documentation, policy materials, sector studies, operational records, and relevant financial information on facility utilization and service delivery.
